WE, SINGAPORE POST LIMITED, OFFER THIS SERVICE BASED ON THE TERMS AND CONDITIONS SET OUT BELOW. BY SIGNING UP FOR THIS SERVICE AND BY CONTINUING TO USE THIS SERVICE, YOU ARE DEEMED TO HAVE ACCEPTED THESE TERMS AND CONDITIONS, AS MAY BE AMENDED FROM TIME TO TIME.

1. Ordering
1.1 It is your responsibility to ensure all items that you have ordered are in stock.

1.2 If item is not available, we will cancel the order for that item and proceed with the rest of the order.

1.3 We do not process requests for eBay under the vCONCIERGE service.

1.4 We do not process requests for sales items.

1.5 We reserve the right to reject any orders for items from any merchants or websites, at our discretion.

1.6 We reserve the right not to process any order that may violate any manufacturer's distribution rights.

2. Charges

2.1 The charges for this vCONCIERGE service includes the following components:

i. Handling charges of S$20.38 + 5.1% of invoice value of the item;

ii Shipping charges for the shipping of items from U.S to Singapore. The shipping charges are calculated based on how the item has been packed by the merchant. You can get an estimate of the shipping charges at here^#.

iii. Duties or any other taxes based on the prevailing rate on all items imported into Singapore. The broad categories of dutiable items in Singapore include but are not limited to, intoxicating liquors, tobacco products, motor vehicles and petroleum products. Please refer to www.customs.gov.sg for the latest updated list and/or for more information.

iv. All applicable Goods and Services tax.

v. Any other charges which we may notify you from time to time

2.2 We will notify you of the amount you have to pay for handling fees, shipping, delivery, duties, Goods and Services taxes and any other applicable charges.

2.3 We reserve the right to review the charges from time to time.
 
3. Payment

3.1 Only payment via vPOST will be accepted.

3.2 All charges must be made full. We may detain the items for which such payment has not been made until such a time payment is made. In the foregoing event you shall compensate SingPost for the cost of the storage of the said items. SingPost reserves the right to discard and/or dispose of the item in any manner it deems fit, if you fail to make payment of applicable charges within 30 days of our notification to do so.

4. Enquiries, Refund, Rebates and Exchange of Items

4.1 You will need to liaise directly with the merchant for any enquiries, or claims for refunds or rebates or for any money-back guarantees in relation to any item.  You will need to make your own arrangements to send the item back to the merchant.

4.2 If you receive an item which is not the item, colour or size in accordance with your order placed with us, and if you notify us that you wish to do a 1-to-1 exchange, we will liaise with the merchant and return the item to the merchant in the U.S. at no cost to you.

4.3 If the merchant agrees to exchange the item in accordance with its policies, you will be responsible for all costs involved in shipping the exchanged item from U.S to Singapore, including but not limited to the shipping charges, duties or any other taxes, all applicable Goods and Services tax and such other charges which we may notify you from time to time.

4.4 In the event that the exchanged item is still not the item, colour or size in accordance with your order placed with us, we will liaise further with the merchant for another 1-to-1 exchange of the item.  However, you will be responsible for all costs involved in both shipping the exchanged item from Singapore to U.S. and also shipping the further exchanged item from US back to Singapore, including but not limited to the shipping charges, duties or any other taxes, all applicable Goods and Services tax and such other charges which we may notify you from time to time. 

5. Cancel/Change Order

5.1 Any cancellation request will incur a cancellation charge. There will be no changes allowed once an order has been successfully ordered.

5.2 There is no refund of the handling charges in the event you cancel an order after an order is made.

5.3 In the event that the order placed by us on your behalf, is cancelled by the merchant, we will only refund the 5.1% of invoice value that was charged to you.

6. Shipping Policy

6.1 All vConcierge orders will be sent to our vPOSTUSA address. No orders will be shipped to any other addresses.

7. Products

The quality of the items and the accuracy of the claims are the responsibility of the manufacturer and/or distributor of the items. We do not warrant, represent or guarantee the quality of the items or that the claims made by the manufacturer and/or distributor are accurate. To the full extent permissible by applicable law, we disclaim all warranties (whether express or implied) including but not limited to, that the items will meet your function and/or requirements or be fit for a particular purpose. We shall not be responsible for any loss or injury or damage incurred thereby.

8. Prohibition

8.1 You acknowledge that import of controlled items requires the approval from the relevant controlling authority. Items requiring approval from relevant controlling authority will be detained by Singapore Customs. You will be notified to obtain an import licence from the controlling authority concerned. Upon presentation of the licence and payment of any charges to Singapore Customs, the item will be released.

8.2 You agree to abide by these terms and conditions at all times and ensure that items purchased from the merchants’ website(s) are not articles prohibited under any law in force in the Republic of Singapore and the country of origin. The broad categories of prohibited items include but are not limited to explosives, poisons, flammable items, radioactive material, compressed gas, corrosive, firearms and any items which by its nature of packing may expose officers of SingPost to injury or cause damage to other items.  Some of these items include:

• Chewing gum
• Chewing tobacco and limitation tobacco products
• Cigarette lighters of pistols or revolver shape
• Controlled drugs and psychotropic substances
• Firecrackers
• Obscene articles, publications, video tapes/discs and software
• Reproduction of copyright publications, video tapes, video compact discs, laser discs, records or cassettes
• Seditious and treasonable materials.
• perfumes / colognes / eau de toilette spray
• nail polish / nail polish remover
• spray / aerosol cans / compressed gas cylinders
• fuels / gasoline / gas torches
• lighters with fuel / lighter fluid
• turpentine / paint thinner
• lithium batteries
• lithium batteries contained or pack with equipment
• speakers

9. Right to inspect and charge

9.1 We may (but shall not be bound to) in our sole discretion, open and inspect for any reason the item, including but not limited to, for verification of contents thereof at any time.

10. Liabilities

10.1 We shall take all reasonable precautions to prevent unauthorized persons from having access to the item(s) or their contents and shall also take all reasonable precautions against loss of or damage to the same or their contents.

10.2 Our liability is limited to S$60 for each item or the declared value of the item, whichever is lower, in the event of the loss or damage to the item due to our negligence, provided that we are satisfied that the claim is justified in instances of loss or damage.

10.3 We shall not in any case be liable for:

i. Indirect or consequential loss or damage;

ii. Any loss or damage arising:

• from our failure to perform any of our obligations under these Terms and Conditions if such failure is the result of circumstances outside our control including but not limited to the outbreak of war, any governmental act, explosion, accident, civil commotion, riot, industrial dispute, strike, lockout, stoppages or restraint of labour from whatever cause, whether partial or general, weather conditions, traffic congestion, mechanical breakdown, obstruction of any public or private road or highway or any outbreak of communicable disease or any other force majeure, fire, flood or any other Act of God;
• from insufficient or improper packing or addressing by the merchant;
• from any loss of secrecy in communication arising from the use of the service.
• from the hazardous fragile or brittle nature of the mechanical derangement of the items;
• from failure by the merchant to make delivery within a reasonable time to the vPOSTUSA address.
• as a consequence of delay or confiscation by any competent authorities as a result of the discovery of prohibited items or otherwise;
• from the delivery of items between the merchant and the vPOSTUSA address.
• from incomplete/insufficient/erroneous entry of the vPOSTUSA address at the merchant’s website.
• from the quality of the products that you purchased at the merchant’s website.

11. Amendments

We reserve the right to amend, vary, delete or add to any of these terms and conditions from time to time without notice, and the amended terms and conditions shall apply.
